Manager of Facilities: Westchester County

Functional Responsibility:

• Supervises the on site maintenance and engineering staff
• Responsible for supervising the day to day operation of the power plant and the water treatment plant
• Responsible for the monthly purchase of gas, oil, and electricity on the site
• Responsible for all environmental permitting ie: asbestos removal and asbestos management, water treatment, hazardous waste disposal, air permits and underground tank permits
• Generate the monthly HVAC and electric reconciliation for tenant billings
• Review and approve all maintenance, engineering and utility invoices for coding, amount and completion prior to Property Manager’s approval
• Review and approve all tenant renovation drawings for feasibility and code compliance prior to construction
• Review and approve all construction work performed on site by outside contractors
• Review and approve all building permit applications
• Responsible for the implementation of the preventative maintenance program and ensuring that it is being followed, both in the buildings and the power plant
• Prepare requests for quotation and secure bids on all approved, operating and capital budget items that pertain to maintenance, engineering & tenant services
• Prepare preliminary operating & capital budgets annually for items that pertain to maintenance, engineering & tenant services
• Prepares periodic actual to budget variance analysis
• Responds to customer requests in a timely fashion
• Participate in development and construction projects pertaining to the property.
• Facilities planning for site/building redevelopment.

• A minimum of ten years experience in facility management and facility engineering with BA/BS in facility management, engineering or equivalent experience and technical education in the following disciplines: HVAC design and engineering, electrical design and engineering (high tension), refrigeration design and operation, should have a certification as a water treatment plant operator and certification in biocide application
• Experience with managing union engineering and maintenance staff;
• Hands-on experience with life science research and manufacturing facilities is preferred.
• Experience with Autocad and proficiency with MS Office: Word, Excel is required
• Strong customer service orientation
• Maturity of judgement under pressure/ability to resolve problems without delay and/or to seek managerial intervention
• Ability to motivate and supervise engineering staff
• Flexibility and the ability to operate under deadlines
• Strong verbal communication skills to facilitate production/resolve problems
