Golden Valley-based Mortenson beat out teams led by PCL Corp. and Kraus-Anderson Construction Co., which were ranked numbers two and three, respectively, by an committee representing the Ramsey County Regional Rail Authority that interviewed all three teams, according to Jolly Mangine, director of Ramsey County’s property-management office. The three teams had made a short list from a group of six that had responded to an earlier RFP."
